Ultimatum for Gadhafi forces: Surrender in 4 days

Libya's interim leader gave forces loyal to deposed ruler Moammar Gadhafi a four-day deadline on Tuesday to surrender towns they still control or face a bloody end to a war that the new leadership said has so far killed 50,000 people.

Anti-Gadhafi forces have converged on Sirte from east and west, but have stopped short of an all-out assault in hopes of arranging a negotiated surrender of Gadhafi's birth-place.

"By Saturday, if there are no peaceful indications for implementing this, we will decide this matter militarily. We do not wish to do so but we cannot wait longer," Mustafa Abdel Jalil, head of Libya's interim council, told a news conference.

In Benghazi, headquarters of the anti-Gadhafi National Transtional Council during the uprising, military spokesman Colonel Ahmed Bani said the negotiations over Sirte involved tribal elders, not Gadhafi loyalists themselves.

The loyalists were thwarting the desire of most civilians to join the liberated areas, he said.

"Zero hour is quickly approaching," Bani said.

At forward positions of NTC forces, on the main coastal road some 60 miles west of Sirte, a Reuters correspondent saw little sign of military action on Tuesday.

Returning to normal
Rebel leaders insisted they are slowly restoring order in the war-scarred capital of Tripoli after a week of fighting, including deploying police and collecting garbage. Reporters touring Tripoli still saw chaotic scenes, including desperate motorists stealing fuel from a gas station.

In the capital's Souk al Jumma neighborhood, about 200 people pounded on the doors of a bank, demanding that it open. Civil servants said they were told they would receive a 250-dinar (about $200) advance on their salaries for the three-day Muslim holiday of Eid al-Fitr, which starts Wednesday in Libya.

Six months of fighting has left some 50,000 dead, one anti-Gadhafi commander said, an estimate that was hard to verify and which, he said, included many people who had gone missing.

"About 50,000 people were killed since the start of the uprising," Colonel Hisham Buhagiar, commander of the anti-Gadhafi troops who advanced on Tripoli out of the Western Mountains, known as Jebel Nafusa, told Reuters.

"In Misrata and Zlitan between 15,000 and 17,000 were killed and Jebel Nafusa took a lot of casualties. We liberated about 28,000 prisoners. We presume that all those missing are dead," he said. "Then there was Ajdabiyah, Brega. Many people were killed there too."

Where's Gadhafi?
Gadhafi's whereabouts have been unknown since his foes seized his Tripoli compound on August 23, ending his 42-year rule after a six-month revolt backed by NATO and some Arab states.

Britain's Sky News, citing a young bodyguard of Gadhafi's son Khamis, said the leader had stayed in Tripoli until Friday when he left for the southern desert town of Sabha.

It quoted the captured 17-year-old as saying Gadhafi met Khamis, a feared military commander, at around 1:30 p.m. on Friday in a Tripoli compound that was under heavy rebel fire. Gadhafi had arrived by car and was soon joined by Aisha.

After a short meeting, they boarded four-wheel drive vehicles and left, the bodyguard told a Sky reporter, adding that his officer had told him: "They're going to Sabha."

Along with Sirte, Sabha is one of the main remaining bastions of pro-Gadhafi forces.

A NATO spokesman said the alliance, which has kept up a five-month bombing campaign, was targeting the city's approaches.

"Our main area of attention is a corridor... (leading up) to the eastern edge of Sirte," Colonel Roland Lavoie said.

Some anti-Gadhafi officers have reported that Khamis Gadhafi and former intelligence chief Abdullah al-Senussi were both killed in a clash on Saturday. This has not been confirmed and the NATO spokesman said he had no word on Khamis's fate.

More NTC forces were heading for Bani Walid, a Gadhafi tribal stronghold 95 miles southeast of Tripoli.

"Three units were sent from Misrata toward Bani Walid this morning ... Our fighters are now 30 km from Bani Walid," said Mohammed Jamal, a fighter at a checkpoint on the road to the town. "Hopefully Bani Walid will also be liberated soon. Right now there are still many Gadhafi supporters there."

In the port city of Misrata, scene of heavy fighting earlier in the conflict, security forces were holding 332 former Gadhafi fighters in a school, where the captives sat on mattresses in the classrooms, some reading the Koran.

There was no evidence the men had been mistreated.

"These are Gadhafi soldiers who surrendered in battles around Misrata and Zlitan," said senior warder Haitham Mohammed. "We will eventually take them to court."

Some prisoners told Reuters, in the presence of the warder, that they had been tricked into fighting for Gadhafi.

"We were told we were fighting foreigners, al-Qaida, so we fought to liberate Misrata but when we came here we were surprised," said one, named Ali Sadiq Hamuda.

"I'm ashamed that I came here with wrong ideas but now I have discovered the truth -- the Gadhafi regime was bad."

Gibson settlement with ex to be discussed in court (AP)

LOS ANGELES ? A judge is scheduled to discuss financial details of a settlement between Mel Gibson and his ex-girlfriend in a long-running custody dispute over their young daughter.

Both the Oscar winner and Russian musician Oksana Grigorieva (gree-GOR'-yeh-vuh) are expected to appear in a Los Angeles courtroom Wednesday where final issues of their agreement will be handled.

Court officials say Superior Court Judge Peter Lichtman will handle financial issues in open court, but details about the former couple's custody arrangements will be closed to the public.

The actor-director and his ex-girlfriend have been fighting for more than a year, and her allegations of domestic abuse prompted a criminal case against Gibson. He pleaded no contest to domestic battery earlier this year without acknowledging any wrongdoing.

Their daughter turns 2 in November.

AP IMPACT: Automation in the air dulls pilot skill (AP)

WASHINGTON ? Pilots' "automation addiction" has eroded their flying skills to the point that they sometimes don't know how to recover from stalls and other mid-flight problems, say pilots and safety officials. The weakened skills have contributed to hundreds of deaths in airline crashes in the last five years.

Some 51 "loss of control" accidents occurred in which planes stalled in flight or got into unusual positions from which pilots were unable to recover, making it the most common type of airline accident, according to the International Air Transport Association.

"We're seeing a new breed of accident with these state-of-the art planes," said Rory Kay, an airline captain and co-chair of a Federal Aviation Administration advisory committee on pilot training. "We're forgetting how to fly."

Opportunities for airline pilots to maintain their flying proficiency by manually flying planes are increasingly limited, the FAA committee recently warned. Airlines and regulators discourage or even prohibit pilots from turning off the autopilot and flying planes themselves, the committee said.

Fatal airline accidents have decreased dramatically in the U.S. over the past decade. However, The Associated Press interviewed pilots, industry officials and aviation safety experts who expressed concern about the implications of decreased opportunities for manual flight, and reviewed more than a dozen loss-of-control accidents around the world.

Safety experts say they're seeing cases in which pilots who are suddenly confronted with a loss of computerized flight controls don't appear to know how to respond immediately, or they make errors ? sometimes fatally so.

A draft FAA study found pilots sometimes "abdicate too much responsibility to automated systems." Because these systems are so integrated in today's planes, one malfunctioning piece of equipment or a single bad computer instruction can suddenly cascade into a series of other failures, unnerving pilots who have been trained to rely on the equipment.

The study examined 46 accidents and major incidents, 734 voluntary reports by pilots and others as well as data from more than 9,000 flights in which a safety official rides in the cockpit to observe pilots in action. It found that in more than 60 percent of accidents, and 30 percent of major incidents, pilots had trouble manually flying the plane or made mistakes with automated flight controls.

A typical mistake was not recognizing that either the autopilot or the auto-throttle ? which controls power to the engines ? had disconnected. Others failed to take the proper steps to recover from a stall in flight or to monitor and maintain airspeed.

The airline industry is suffering from "automation addiction," Kay said.

In the most recent fatal airline crash in the U.S., in 2009 near Buffalo, N.Y., the co-pilot of a regional airliner programmed incorrect information into the plane's computers, causing it to slow to an unsafe speed. That triggered a stall warning. The startled captain, who hadn't noticed the plane had slowed too much, responded by repeatedly pulling back on the control yoke, overriding two safety systems, when the correct procedure was to push forward.

An investigation later found there were no mechanical or structural problems that would have prevented the plane from flying if the captain had responded correctly. Instead, his actions caused an aerodynamic stall. The plane plummeted to earth, killing all 49 people aboard and one on the ground.

Two weeks after the New York accident, a Turkish Airlines Boeing 737 crashed into a field while trying to land in Amsterdam. Nine people were killed and 120 injured. An investigation found that one of the plane's altimeters, which measures altitude, had fed incorrect information to the plane's computers.

That, in turn, caused the auto-throttle to reduce speed to a dangerously slow level so that the plane lost lift and stalled. Dutch investigators described the flight's three pilots' "automation surprise" when they discovered the plane was about to stall. They hadn't been closely monitoring the airspeed.

Last month, French investigators recommended that all pilots get mandatory training in manual flying and handling a high-altitude stall. The recommendations were in response to the 2009 crash of an Air France jet flying from Brazil to Paris. All 228 people aboard were killed.

An investigation found that airspeed sensors fed bad information to the Airbus A330's computers. That caused the autopilot to disengage suddenly and a stall warning to activate.

The co-pilot at the controls struggled to save the plane, but because he kept pointing the plane's nose up, he actually caused the stall instead of preventing it, experts said. Despite the bad airspeed information, which lasted for less than a minute, there was nothing to prevent the plane from continuing to fly if the pilot had followed the correct procedure for such circumstances, which is to continue to fly levelly in the same direction at the same speed while trying to determine the nature of the problem, they said.

In such cases, the pilots and the technology are failing together, said former US Airways Capt. Chesley "Sully" Sullenberger, whose precision flying is credited with saving all 155 people aboard an Airbus A320 after it lost power in a collision with Canada geese shortly after takeoff from New York's LaGuardia Airport two years ago.

"If we only look at the pilots ? the human factor ? then we are ignoring other important factors," he said. "We have to look at how they work together."

The ability of pilots to respond to the unexpected loss or malfunction of automated aircraft systems "is the big issue that we can no longer hide from in aviation," said Bill Voss, president of the Flight Safety Foundation in Alexandria, Va. "We've been very slow to recognize the consequence of it and deal with it."

The foundation, which is industry supported, promotes aviation safety around the world.

Airlines are also seeing smaller incidents in which pilots waste precious time repeatedly trying to restart the autopilot or fix other automated systems when what they should be doing is "grasping the controls and flying the airplane," said Bob Coffman, another member of the FAA pilot training committee and an airline captain.

Paul Railsback, operations director at the Air Transport Association, which represents airlines, said, "We think the best way to handle this is through the policies and training of the airlines to ensure they stipulate that the pilots devote a fair amount of time to manually flying. We want to encourage pilots to do that and not rely 100 percent on the automation. I think many airlines are moving in that direction."

In May, the FAA proposed requiring airlines to train pilots on how to recover from a stall, as well as expose them to more realistic problem scenarios.

But other new regulations are going in the opposite direction. Today, pilots are required to use their autopilot when flying at altitudes above 24,000 feet, which is where airliners spend much of their time cruising. The required minimum vertical safety buffer between planes has been reduced from 2,000 feet to 1,000 feet. That means more planes flying closer together, necessitating the kind of precision flying more reliably produced by automation than human beings.

The same situation is increasingly common closer to the ground.

The FAA is moving from an air traffic control system based on radar technology to more precise GPS navigation. Instead of time-consuming, fuel-burning stair-step descents, planes will be able to glide in more steeply for landings with their engines idling. Aircraft will be able to land and take off closer together and more frequently, even in poor weather, because pilots will know the precise location of other aircraft and obstacles on the ground. Fewer planes will be diverted.

But the new landing procedures require pilots to cede even more control to automation.

"Those procedures have to be flown with the autopilot on," Voss said. "You can't afford a sneeze on those procedures."

Even when not using the new procedures, airlines direct their pilots to switch on the autopilot about a minute and a half after takeoff when the plane reaches about 1,000 feet, Coffman said. The autopilot generally doesn't come off until about a minute and a half before landing, he said.

Pilots still control the plane's flight path. But they are programming computers rather than flying with their hands.

Opportunities to fly manually are especially limited at commuter airlines, where pilots may fly with the autopilot off for about 80 seconds out of a typical two-hour flight, Coffman said.

But it is the less experienced first officers starting out at smaller carriers who most need manual flying experience. And, airline training programs are focused on training pilots to fly with the automation, rather than without it. Senior pilots, even if their manual flying skills are rusty, can at least draw on experience flying older generations of less automated planes.

Adding to concerns about an overreliance on automation is an expected pilot shortage in the U.S. and many other countries. U.S. airlines used to be able to draw on a pool of former military pilots with extensive manual flying experience. But more pilots now choose to stay in the armed forces, and corporate aviation competes for pilots with airlines, where salaries have dropped.

Changing training programs to include more manual flying won't be enough because pilots spend only a few days a year in training, Voss said. Airlines will have to rethink their operations fundamentally if they're going to give pilots realistic opportunities to keep their flying skills honed, he said.

Review: Lil Wayne still crazy on "Tha Carter IV" (Reuters)

LOS ANGELES (TheWrap.com) ? Lil Wayne's new album arrives preceded by controversy over a track that seems to make a barely veiled threat against rival Jay-Z. If Hova pays any mind to the schoolboy taunt at all, he can rest assured that if there's anyone Weezy feels more contempt for than him, it's ... every woman in the world.

No, Lil Wayne hasn't gotten any less small-minded with "Tha Carter IV," the long-delayed album that's certain to be the year's top hip-hop release. Prognosticators expect it to sell upwards of 700,000 or even 800,000 its first week (which, if you're keeping track of the aforementioned rivalry, would be several hundred thousand more than the Jay-Z/Kanye West collaboration managed).

How does Lil Wayne earn the allegiance and allowance money of seemingly every adolescent boy in America? By being deeply talented and deeply mean-spirited. If you thought misogyny had gone out of style in rap, Wayne is here to remind you that certain memes are timeless.

"I'm so cold, I'm hypothermic," he raps in "Nightmares," over a vaguely Asian chord progression. "Ask your b---, she will confirm it." When he details what he plans to do to women sexually, which he does in most of the 19 tracks, it's usually half-clinical and half-metaphoric, half-promise and half-threat.

It's all threat when he takes on Jay-Z and, by extension, Beyonce in "I'm Good," a move that seems in particularly bad taste after Sunday night's pregnancy revelation. "Talkin' 'bout baby money? I got your baby money," he teases, responding to a previous perceived dis about his relative wealth in a Jay-Z track. "Kidnap your b


, get that 'how much you love your lady' money."

At times, he's the master of the comic non sequitur, as in this couplet from the Harry Belafonte-sampling "6 Foot 7 Foot," which moves with amusing ease from a questioning spirit to an existential crisis-quenching threesome: "So misunderstood but what's the world without enigma/Two b


s at the same time, synchronized swimmers."

The rhymes are frequently hilarious in a Pesci-in-"GoodFellas" kind of way, where Weezy's sometimes increasingly hysterical, high-pitched rasp reminds you that pointing out his funny side might be grounds for a bloodbath. "People say I'm borderline crazy, sorta, kinda," he acknowledges in "6 Foot," and that uniquely unhinged quality is the broadest part of his charm, such as it is.

You may laugh at the improbability of the rhyme when Weezy raps, "That AK sleep on the side of my bed/ That's one eye closed, one eye open/Your cap get peeled like ibuprofen." You may also chuckle, a bit more nervously, when guest star Rick Ross uses painterly terminology in promising a bloodbath: "Red on the wall, Basquiat when I paint." (Ironically, Weezy's is only the second hip-hop album to name-check Basquiat this month, following... Jay-Z and Kanye's, naturally, though they weren't invoking machine-gun splatter.)

Perhaps the funniest incongruity of all comes in "John," which is named for John Lennon -- but not because Wayne wants to give peace a chance.

Instead, it's because he wants to imagine even more possessions, including the suit he'll wear in his casket: "If I die today, remember me like John Lennon/Buried in Louis, I'm talkin' all brown linen." It'll be the ultimate bed-in.

Taking the misogyny, misanthropy, and overweening greed of "The Carter IV" too seriously may be a fool's mission, and there's fun to be had in Wayne's way with words and beats if you don't, and if you can ignore the most cringe-worthy single entendres.

His post-prison refusal to act remotely rehabilitated on 18 out of 19 tracks makes it hard to know how to process the exception, his new single, "How to Love" -- an uncharacteristic ballad in which Lil Wayne croons (yes, croons) against an acoustic guitar for four minutes and sounds the genuinely tender and concerned romantic.

It's either fleeting proof that the misogynist has it in him to grow up, or the best fox-sneaking-into-the-henhouse ruse ever. Fathers of America, don't unlock your daughters just yet.

Deficit panel members had moments of independence (AP)

WASHINGTON ? Even lawmakers most loyal to their leaders and political party on occasion buck them with a flash of independence or bipartisanship. That includes some of the six Republicans and six Democrats given the task of finding up to another $1.5 trillion deficit savings over the next decade.

Such moments offer a glimmer of hope that the deficit-reduction supercommittee members, chosen by their party leaders primarily for their party loyalty, can forge a compromise. If there's partisan gridlock, just one lawmaker, perhaps influenced by a past moment of courage, can break the deadlock.

A simple majority of seven would send a budget-cutting plan to the full House and Senate, and avoid an automatic $1.2 trillion in cuts to hundreds of programs.

"It's not a dozen free spirits," said Ross Baker, a political science professor at Rutgers University who once worked as a Senate staff aide.

Baker, however, said he believes the committee might succeed. "If they drop the ball, it would reflect badly on all of them. They would be 12 individual failures. I don't think they want to be associated with a train wreck."

Often, there's a state or district parochial reason when a party stalwart strays from the leadership or party doctrine.

Sen. Patty Murray, D-Wash., the panel's co-chairwoman, has been ferocious in opposing the Obama administration's attempt to cancel Yucca Mountain in Nevada as a depository for the country's nuclear waste. Her chief Senate rival on that issue is Majority Leader Harry Reid of Nevada, who has worked tirelessly to kill the project but nevertheless named Murray to the deficit-reduction committee.

Keeping the Yucca project alive is a critical issue in Washington state. She said "billions of dollars and countless work hours have been spent" at the Hanford nuclear site in her state ? as well as in other states ? to treat and package nuclear waste that was destined for Nevada. The issue of closing Yucca is now in the courts.

Republican Rep. Fred Upton, from the high unemployment state of Michigan, broke party ranks several times and voted to extend jobless benefits ? even when the spending had not been offset with cuts elsewhere as most Republicans demanded.

After one such vote in 2008 at the depths of the recession, he characterized his break from party orthodoxy as stepping up "on behalf of Michigan's workers to provide a helping hand to those who need it most ? laid-off mothers and fathers who are doing all they can to make ends meet."

Rep. James Clyburn, D-S.C., the highest-ranking African-American in the House, once took on the NAACP over the group's economic boycott of South Carolina.

The NAACP was angry that the Confederate flag was flying outside the state Capitol but Clyburn refused to go along with the sanctions, pointing out that the flag had been removed from atop the building and from the legislative chambers.

Clyburn said he didn't want to do anything that "threatens the economic security of families" and stood his ground when the NAACP asked blacks not to invite him to positions of honor at dinners and other events.

He told an interviewer, in comments that could well serve the deficit committee, "I don't like the location of the flag, but we don't get all we want all the time."

Freshman Sen. Rob Portman, R-Ohio, has worked with Democrats numerous times on issues he believes are important.

He teamed up this year with Democratic Sen. Jeanne Shaheen of New Hampshire on a bill to boost energy efficiency. Portman had a message that also could serve the new committee.

"With the gridlock and partisanship in Washington, it is reassuring to see our legislation move so quickly to the entire Senate, and on a bipartisan basis," he said.

Portman and the Democratic chairman of the Senate Judiciary Committee, Patrick Leahy of Vermont, co-sponsored legislation to improve programs to help state and local authorities reintegrate prisoners into communities. And in his earlier House career, he worked with Democrat Benjamin Cardin of Maryland, now a senator, on legislation to boost Americans' retirement savings.

As a freshman in 1993, supercommittee member Rep. Xavier Becerra, D-Calif., did the unthinkable. At a time when committee chairmen had unlimited power, Becerra had a shouting match with the gruff House Ways and Means chairman, Dan Rostenkowski.

Becerra and the Congressional Hispanic Caucus were furious over Rostenkowski's plan to delay previously budgeted welfare payments to legal immigrants. Rostenkowski's plan won, and insiders told Becerra he would never get a coveted seat on Ways and Means.

Three years later, Rosentowski pleaded guilty to mail fraud and went to prison, and Becerra gained his Ways and Means seat. He's now the ranking Democrat on the Social Security subcommittee.

In 1985, Sen. John Kerry, D-Mass. crossed party lines to become a co-sponsor of the Gramm-Rudman-Hollings balanced budget act that imposed a binding constraint on federal spending. He supported deficit reduction laws in 1993 and 1997.

He also has worked well with other Republicans: Lindsey Graham of South Carolina on climate change; Kay Bailey Hutchison of Texas on a proposal for an infrastructure bank to finance roads and other projects; Richard Lugar of Indiana on the latest arms reduction treaty with Russia; and with fellow Vietnam veteran John McCain of Arizona on POW/MIA issues and, more recently, the NATO mission in Libya.

Rep. Chris Van Hollen, D-Md., in 2007 went against some members of his party when he authored a provision that required disclosure of lobbyists' bundled contributions ? donations solicited by the lobbyists and then bundled together for campaign organizations. That proposal became law.

Van Hollen authored House-passed legislation with Republicans calling for Reconstruction Opportunity Zones in Afghanistan. He worked across the aisle on legislation to combat childhood cancer and a bill to protect whistleblowers.

Rep. Jeb Hensarling, R-Texas, the other supercommittee co-chairman, angered Republicans on the Appropriations Committee in 2007 and 2008 when he was chairman of a Republican study committee that demanded more spending cuts.

Hensarling crafted a seven-point strategy for House Republicans that included a constitutional amendment to limit spending and a flat tax on goods and services to replace the federal income tax.

Today, Hensarling doesn't have to take on Republicans over spending. His budget-cutting views are now in the party mainstream.

Rep. Dave Camp, R-Mich., the current chairman of the Ways and Means Committee, went against his leadership in the mid-1990s to help break a logjam that allowed an overhaul of the welfare system to pass.

Senate Finance Committee Chairman Max Baucus of Montana has carried the ball for Democrats on major issues like the health care insurance overhaul, but he's also infuriated his party's leaders by working with Republicans. Democrats were angered when Baucus spent months in an unsuccessful attempt to win Republican support for the health care bill.

In 2001, Baucus partnered with Republican Sen. Charles Grassley of Iowa to support President George W. Bush's first round of tax cuts.

And last December, he voted for the large tax cut deal negotiated between President Barack Obama and congressional Republicans. Many liberal Democrats opposed it. Baucus was on stage for the signing ceremony; most top Democratic leaders were not.

Baucus also helped Republicans pass Bush's Medicare prescription drug coverage plan, angering Democratic leaders who had been excluded from the bargaining.

Yet, when Reid needed an ally to block Bush's plan to partially privatize Social Security, he chose Baucus as the point man to stop the proposal.

And he did.

Adele's VMA Performance Is Chiddy Bang's Most-Anticipated

LOS ANGELESChiddy Bang won't be performing at this year's big show, but the hip-hop breakout duo got a chance to warm things up alongside Swizz Beatz at the Taco Bell Feed the Beat MTV2 VMA concert on Friday at the Music Box. And when asked which act they were most excited to see at Sunday's Video Music Awards, both group members agreed that Adele tops the list.

"Man, we saw Adele at the Brit Awards in the U.K., which is like the British Grammy Awards, and she just made everyone weep with her strong vocals," the group's MC, Chiddy, told MTV News' Sway.

The other half of Chiddy, producer Xaphoon Jones, also recalled the February awards show, which featured performances by Tinie Tempah, Cee Lo Green, Rihanna and Adele, who sang "Someone Like You," the second single from her wildly successful 21 album.

"Adele just came out there with just a piano, and she was just making obese, grown British men just cry. It was unbelievable," Jones said, before speculating on what the British singer might do at the VMAs. "She probably gonna kill it again."

The "Rolling in the Deep" singer's spirited stage show has provided some unique inspiration for Chiddy Bang. "That's something I aspire to down the road," Xaphoon joked, "I just want to make British dudes cry, pretty much."

The 28th annual MTV Video Music Awards will air live Sunday, August 28, from the Nokia Theatre in Los Angeles at 9 p.m. ET/PT, following the Selena Gomez-hosted pre-show at 8. See the list of nominees, revisit last year's highlights and vote for Best New Artist by visiting VMA.MTV.com.

Becoming an effective leader is a lot like being in the stock market. You don?t make your fortune in a day; you make it daily, a little bit at a time. What matters most is what you do day after day, over the long haul. The secret to leadership success is investing in your leadership development, much like letting your assets compound. The final result is ?Leadership Growth? over time.

Leaders aren?t born; their made. The process of leadership is long, complicated and has made elements. Respect, dignity, discipline, people skills, vision, emotional strength, opportunity, preparedness and experience are just some of the intangible elements which come into play when talking leadership.

We can, over a period of time, increase our leadership potential if we can understand and accept the five levels of leadership. They are:

Level One ? Leadership From Position

This is the basic level of leadership. At this level people follow you because they have to. Your ability to lead people is totally geared to your position and does not exceed beyond the lines of your job description or the authority granted to you by the company and your boss. Your security with the company is based on title and position, not talent.

To be an effective leader at this level know your job, be prepared to accept responsibility, exercise authority with caution, assess the strengths and short comings of your people, do more than what is expected and challenge people with interesting and tough assignments.

It is important that we recognize that Positional Level is the doorway to leadership and every successful leader must pass through this doorway.

Level Two ? Leadership From Respect

At the respect level of leadership people follow you because they want to. The core of Leadership From Respect is that people want to know that you care, before they care about what you know. People see you as a professional partner, sharing the same goals and the same challenges along the way. Leadership will flourish at the respect because respect will breed lasting trusted professional relationships and that, in turn will provided the basis for effective leadership.

To be effective at the respect level, possess a genuine concern for your people. It is important that you see life through their eyes. Deal with wisely with difficult people and make employees successful by setting them up for success.

Since leadership from respect is built on professional relationships, it forms the foundation for leadership success.

Level Three ? Leadership From Results

People follow you because of what you have done for the company. People admire you for your accomplishments and respect your tenacity. At this point leadership becomes fun. Going to work is fun, work related challenges are seen to be opportunities for a more stable work environment and all tasks have a purpose in the minds of the employees. Good things happen at the results level. Making profit, low employee turnover, higher employee morale and solving problems with ease are some of the items that become evident at this level.

To be an effective leader at this level be prepared to initiate and accept responsibility for growth by developing a purpose and seeing it through to completion. Develop accountability for results, beginning with yourself and ending with your people. Make the difficult decisions that will result in positive long term gains while championing change as a change agent and understanding the process of change.

Leadership from results is built on admiration for the leader.

Level Four ? Leadership From People Development

People follow you because of what you have done for them. It is a leader?s responsibility to develop their people to do the work that is expected to contribute future growth opportunities to the company and the people who serve it. People are loyal to you because they see first hand personal growth opportunities for them as well as, the company. Leadership success is underscored by a win ? win scenario and a high commitment to success.

To be effective at this level place a priority on developing people. Focus your attention on the fact that people are your most valuable asset and your leadership success will depend on your ability to surround yourself with an inner core of competent people who compliment your leadership style and goals.

Leadership from people development is built on loyalty.

Level Five ? Leadership From Mentorship

People follow you because they respect you. As a leader you are bigger than life and your success is shown through a life of accomplishments. People seek you out after you have left the company because you have left an indelible mark on the organization and the employees. Although less than five per cent of all leaders will get to this level of leadership (John Mayberry from Dofasco, Darek Nowakowski from Con Agra and Clare Proctor from E.D. Smith come to mind) it is a level worth striving for.

In summary, everyone can become a better leader. It is important to keep in mind that the higher you go up the leadership scale, the longer it takes to accomplish results, the higher the commitment will be and it is imperative that we know what level we are on with our people and the company.

Extend STD treatment beyond patients ... - Health Nutrition and Fitness

NEW YORK (Reuters Health) ? American obstetrician-gynecologists are pushing to extend their reach to the sexual partners of women treated for gonorrhea or Chlamydia.

There is a good chance those men are infected, too, although they may not experience symptoms of the STD, the doctors say.

Giving an infected woman antibiotics or a prescription to take to her partner would help cut the chance that she catches the bug anew after she?s been treated, the American College of Obstetricians and Gynecologists (ACOG) said earlier this week in a statement.

The concept, known as ?expedited partner therapy,? has been backed for years by other medical associations as well as the U.S. Centers for Disease Control and Prevention (CDC).

Some doctors are already treating people this way, but it remains illegal in eight U.S. states and only ?potentially allowable? in 15 others, according to the CDC. In those states where doctors aren?t permitted to use expedited partner therapy, ACOG encourages them to advocate for it.

According to the group, whose statement appears in the journal Obstetrics Gynecology, there are some concerns about giving drugs to people who haven?t been examined by a doctor.

Those include not being able to make sure they know about side effects, such as diarrhea and rare allergic reactions, and possibly fueling the growth of drug-resistant bacteria in case they aren?t infected after all. Still, ACOG says those risks are outweighed by the benefits of potentially curbing STDs.

That assessment is echoed by Dr. Myron Cohen, who heads the division of infectious diseases at the University of North Carolina at Chapel Hill.

?To treat the infected person and not the partner creates an impossible situation,? Cohen, who is not affiliated with ACOG, told Reuters Health.

?From a social-justice point of view, doing nothing with the partner makes no sense.?

He acknowledged that you might end up giving antibiotics to healthy people, but added that the harms are minimal and that in most cases a short course of antibiotics won?t breed resistance.

?Over-treating has to be weighed against no partner management,? Cohen said.

?I think clearly over-treatment is better.? Chlamydia and gonorrhea are among the most common STDs.

The CDC estimates that there are 2.8 million chlamydia infections every year in the U.S., while more than 700,000 Americans get gonorrhea.

Some research has shown that expedited partner therapy may slash the number of re-infections, although one recent study at a university-based family planning clinic found no such effect.

Still, one Scottish study from last year showed that vouchers for free medication helped sexual partners of people treated for chlamydia get treatment too. In the U.S., Cohen said STD clinics give out antibiotics for free, and that this would likely also be the case when treating partners remotely.

    Patrick to leave IndyCar behind for NASCAR - zzz-Auto Racing ...

    SCOTTSDALE, Ariz. -- With the not-so-subtle shape of a stock car under cover just in front of her and spotlights glaring in her face, Danica Patrick feigned drama for an announcement everyone already knew was coming.

    "For breaking news that will shock the world ...," she said facetiously on Thursday.

    Peeling the lid off the worst-kept secret in auto racing, Patrick ended months of skirting questions about her future by officially declaring her plans to leave IndyCar in 2012 to race a full Nationwide season for JR Motorsports and a part-time Sprint Cup schedule with Stewart-Haas Racing.

    One of the most marketable stars in auto racing, Patrick had been rumored to be headed to NASCAR even before she ran her first stock race, the ARCA series event at Daytona in 2010. Even while racing limited Nationwide schedules the past two years for Dale Earnhardt Jr.'s team, Patrick had deflected talk of her leaving IndyCar for the fenders of NASCAR.

    That all changed, at least officially, when she signed a contract with GoDaddy.com chairman Bob Parsons in front of TV cameras and a few dozen cheering company employees on Thursday.

    "If it was about money, I'd have gone a long time ago," Patrick said from GoDaddy's offices in north Scottsdale. "I just go where my heart tells me, where my gut tells me to go, where I'm enjoying my life the most, where I feel like I can have the most success. I've truly enjoyed my experience in NASCAR, to the point that I want to do it full-time."

    Patrick will run most of her races in the lower-tier Nationwide Series with only a handful of Sprint Cup races, but her switch to NASCAR should be a big boost to a sport that's been hurt by a sagging economy and a dip in popularity from its heyday just a few years back.

    With her telegenic looks, mass appeal, not to mention racy Super Bowl ads, Patrick brings something that's hard to come by: star power.

    "We are pleased Danica Patrick has chosen to race full time in NASCAR in 2012," NASCAR chairman and CEO Brian France said in a statement. "She has demonstrated a strong desire to compete and NASCAR provides the best opportunity to race against the top drivers in the world with the largest and most loyal fan base in motorsports on a week-to-week basis. Danica has shown solid improvement in NASCAR and we believe her decision to run full time in the NASCAR Nationwide Series, with additional races in the NASCAR Sprint Cup Series, will be exciting for our fans and a great challenge for her."

    On the other side of the wheel, Patrick's decision leaves a big void in IndyCar.

    The series has made some big strides under the direction of CEO Randy Bernard, who has aggressively reshaped the sport with innovative marketing approaches. But for all the successes IndyCar has had, Patrick is still arguably the sport's biggest star - certainly it's most recognizable - and losing her will likely put a dent in the sport's momentum.

    "Danica has always been a great ambassador for IndyCar, and there is no doubt she has left a positive impression on our sport," Bernard said in a statement. "She has touched millions of fans and many that were new to motorsports. Danica attracted a fan base that every athlete and sports property in the world would love to have. We should give her a great farewell the rest of this season as she opens a new page in her career and wish her continued success with her new direction."

    Patrick has run 20 races in two years with JR Motorsports and has five more on the schedule this season. She plans to run between eight and 10 Sprint Cup races with Stewart-Haas, with an eye on a full season in 2013.

    Patrick would like to race at the Daytona 500, though the team hasn't mapped out where she'll start or which races will fill out the schedule this year, and didn't rule out another run at the Indianapolis 500 - even after Andretti Autosport announced it had reached a mutual agreement to part ways with her after the 2011 season.

    "We're thrilled with Danica Patrick's decision to join us for the 2012 season and looking forward to seeing her behind the wheel of a NASCAR Nationwide Series car on a consistent basis," said Matt Jauchius, chief marketing and strategy officer for Nationwide Insurance. "Her presence will continue to make our Series stronger and more competitive. She has proven to raise awareness levels of our sport, sponsors and competitors; and that's good for everyone involved."

    Patrick will leave IndyCar after a decent run.

    She became the first woman to win an IndyCar race at Japan in 2008 and was the first to lead the Indy 500, when she did it in 2005 - the same year she earned the pole at Kansas. Patrick also had a high finish of third at the Brickyard in 2009 on her to way to a career-best fifth in the season standings.

    Patrick is currently 12th in the IndyCar standings, with seven top-10 finishes.

    "The thing you see in Danica right away is how determined she is to be good at what she does," Stewart-Haas owner Tony Stewart said. "She's very dedicated to taking the time and effort to make the transition from Indy cars to stock cars. She has talent, she has the right mindset, and she has the proper drive and determination. It doesn't matter who it is you're looking for, those are the key attributes that you look for in a driver, and Danica's got them."

    Patrick had a sharp learning curve when she first started racing stock cars, but has gained ground this year.

    After that first ARCA race at Daytona, she struggled with the nuances of the Nationwide car, her best finish a 19th at Homestead with an average finish of 28th.

    Patrick has been much smoother this season, posting three top-10 finishes, with a career-best of fourth at Las Vegas - the best finish by a woman at a national NASCAR race. She's made good progress as a part-time driver and expects to get better with a full-time shot.

    "I feel like in the last year, I've really come around much more on the track and the top-10s are happening much more frequently," Patrick said. "I feel like I'm getting it more and more all the time. I still have a lot to learn, that's for sure, but I really feel confident that I can be successful in the future."

    There's no turning back now that the secret's officially out.
